Federal Requirement for Tow Companies Tracker Management is now integrated with Auto Data Direct (ADD) If you own, possess, handle, direct or control five or more junk or salvage vehicles per year you must report to the National Motor Vehicle Title Information System (NMVTIS). On January 27, 2011, the Department of Justice (DOJ) issued a policy clarification that states tow companies, wrecker operators and tow truck services are included in the NMVTIS program regulations, making it mandatory for those businesses to report information on junk and salvage vehicles. If a vehicle has been declared a “total loss” by any insurance company or would be considered as such under the law of the applicable jurisdiction, then the above formula and assessment are not necessary. All “Total Loss” vehicles meet the definition of “Salvage Automobile” and must be reported to NMVTIS. If the vehicle is a “Junk Automobile,” meaning that it is incapable of operating on public streets, roads and highways and has no value except as a source of parts or scrap, then the above formula and assessment are not necessary and the “Junk Automobile” must be reported to NMVTIS.
